ABOUT THE PUBLISHING HOUSE
At the general meeting of members of the Nonprofit Partnership “Advancement of Relay Protection, Automation and Control in Electric Power Engineering” (NP “SRZAU”), that took place on June 2, 2010 in Moscow, a decision was made to publish NP “SRZAU”'s own edition, a magazine of scientific and practical value with a name and subject matter that would reflect areas of professional activities of all its members.

Following a wide discussion of the name and format of the edition held among members of NP “SRZAU”, a consolidated decision was taken to publish a research and practice magazine called “RELAY PROTECTION AND AUTOMATION”.

Members of NP “SRZAU” from Chuvash enterprises suggested the publishing house of the edition should be Cheboksary*, the capital of the Chuvash Republic, generally recognized by Russian relay protection specialists as “the relay capital of Russia”.

To implement the project on publishing the magazine, on November 15, 2010 a business entity, Limited Liability Company “Advertising and Publishing Center “Advancement of Relay Protection, Automation and Control in Electric Power Engineering” (LLC “APC ”SRZAU”) was registered in Cheboksary.
The co-founders of LLC “APC “SRZAU” were:
- EKRA Research and Production Enterprise Ltd. (Cheboksary);
- “NPP Bresler” LLC (Cheboksary);
- SPE “Dynamics” (Cheboksary);
- CJSC “ORZAUM” (Moscow);
- A.K. Belotelov, Cand. Tech. Sci (Moscow).

Then, in accordance with the Plan of LLC “APC “SRZAU” development approved by the co-founders, a decision was made to broaden the sphere of publishing activities by issuing scientific technical literature and books of practical value, as well as image and promotional materials for electric engineering enterprises.

In 2010 - 2015 LLC “APC “SRZAU” issued:
Research and practice magazine “Relay Protection and Automation” - 21 issues.
Collections of research and technology articles “Collection of scientific articles of EKRA Research and Production Enterprise Ltd. employees” “Digital electrical technology: problems and achievements” - issues 1,2,3,4.

Starting from December of 1941, Cheboksary has been the place of historical stage-by-stage development of a many-sided complex for development of low-voltage electric engineering, especially in the field of relay protection and automation (RPA): both science and production. The process began following the re-deployment, at the very beginning of the Great Patriotic War, of the relay production works of Kharkov Electromechanical Plant (KhEMP) and Leningrad Plant “Elektrik” during their evacuation to eastern areas of USSR. After the war, “Cheboksary Electric Apparatus Plant” (JSC “ChEAZ”) was created on the basis of the relay and apparatus manufacturing. During the pots-war rehabilitation and development of the country's manufacturing industry, educational institutions of lower (vocational technical school – PTU №1), medium (Cheboksary Electromechanical Technical School – ChETS) and higher (Branch of Moscow Power Engineering Institute, the basis for further establishment of I.N. Ulyanov Chuvash State University - ChSU) levels were established in Cheboksary.
In 1961, by the Order of the Government of USSR, Chuvash Electrotechnical Research Institute (ChETRI, then renamed as All-Soviet Union Research Institute of Relay Production - VNIIR) was established.
In 1990–2000s several dozens of new electrotechnical companies and enterprises were registered in Cheboksary, many of which have great achievements and are well-known both in Russia and former USSR republics – CIS states, as well as abroad, in former communist block countries, where power systems were built by Soviet specialists similarly to the United Energy System of USSR.
