1. Authors should submit articles drawn up in accordance with formatting rules and send them to the editorial office both in paper and electronic forms. The paper variant should be sent to the postal address of the editorial office, while the electronic version should be sent to the e-mail address of the editorial office. Please, provide the following information: the title of the article, the author’s personal data (name, patronymic name, surname in full) and the topic of the article. Also, provide the contact telephone number and e-mail address for prompt communications, as well as the postal address including the postal code to which the issue should be sent. If there are several authors, please, specify who should be contacted.
2. All scientific articles submitted to the editorial office are subject to compulsory reviewing.
3. The magazine reviews all submitted materials related to its topics, with the aim of their expert evaluation. All reviewers are recognized specialists in the topics of materials under review and have publications on the given topics during 3 recent years. Reviews are stored in the publishing house and the editorial office during 5 years.
4. Manuscripts should be reviewed in a confidential manner with the aim of copyright protection. Reviewers are notified of the fact that manuscripts provided to them are intellectual property of their authors and are considered to be highly confidential information. Reviewers are not allowed to make copies for their needs. Disclosure is allowed only in case there is a claim of unreliability or falsification of materials.
5. The time period for reviewing is to be determined by the Editor-in-Chief with account for creating conditions for publishing the article as soon as possible.
6. Following a positive review, the editorial board notifies the authors that the article may be published, specifying the issue dates. A copy of the review is sent to the author together with the issue of the magazine that includes the article. The editorial board shall also send copies of the reviews to the Ministry of Education and Science of the Russian Federation if it receives a respective request.
Should the review be negative, the editorial board sends to the author a copy of the review with suggestion to improve the article in accordance with the reviewer's comments or to confute (all or some) arguments.
7. Articles improved or modified by the author should be sent for reviewing again.
8. The decision whether the article can be published following the review is taken at the editorial board's meeting dedicated to planning the next issue.
9. Refusal to publish the article.
The following articles will not be published:
a) articles that are not formatted in accordance with the requirements, the authors of which refuse to improve the articles technically;
b) articles the authors of which do not observe the reviewer's constructive comments or do not provide reasonable counterarguments.
